SECOND NATIONAL CONGRESS OF SECRETARIES
Kraków, 29th-30th May 2017
Foundation in Support of Local Democracy in cooperation with the Secretaries’ Forums of local government units from all over Poland is organising the Second National Congress of Secretaries which is to be held on 29th-30th May 2017 in Kraków. The host of the Congress is the Forum of Secretaries of Southern Poland’s Local Governments which is celebrating the 25th anniversary of its activity this year.
National Congress of Secretaries is an event which is addressed to secretaries of local government units from all over Poland. Its main aim is to integrate secretaries’ milieus and exchange experiences resulting from various models and practices in the field of local government management. The organisers’ intention is to make this annual Congress a place of debate with the representatives of Polish central authorities who have a direct impact on the shape of legislation affecting the functioning of a local government system.
On the first day, the plenary sessions will discuss the use of ICT by public administration in relations with citizens, as well as cybersecurity issues in public administration. Best practices in this field will be presented as well.
The Congress will also present the conclusions of the report ”Implementation of Public Services in Local Government Units – Limitations, Opportunities, Recommendations” prepared for the Ministry of Development by the Foundation in Support of Local Democracy in cooperation with the Association of Polish Cities, the Union of Rural Communes of the Republic of Poland, as well as the Association of Polish Counties.
The programme of the second day of the Congress under the theme of “Professional Office as a Guarantee for Regional Development” will involve plenary sessions about human resource management, diplomatic protocol, as well as social participation issues in public administration.
