First National Congress of Secretaries’ Forums
2nd – 3rd June 2016, Warsaw
The Foundation in Support of Local Democracy (FSLD) in cooperation with the Centre of Expertise for Local Government Reform of the Council of Europe is organizing the First National Congress of Secretaries’ Forums of Polish local government units, which is to be held in Warsaw, on the 2nd and 3rd June 2016. The place of the Congress: Hotel Double Tree by Hilton Warsaw, ul. Skalnicowa 21 in Warsaw.
This two-day event will be devoted to the functioning of modern local administration. The discussions and presentations during the first day will concentrate on the European experiences related to building the organizational capacities of local governments across Europe, and to various models of local government systems adopted in Europe. The aim of that day is to draw practical recommendations for improvements of the functioning of local democracy in Poland. The second day will be devoted to very practical issues and will concentrate on the innovative management of local government administration. The discussion will be deepened through the exchange of experiences, and best practices presented by practitioners.
The Congress will also concern the results of the national studies on the practices of developing public administration personnel competences as well as tools aiming at building local government capacity applied by the Council of Europe in its member countries.
At the same time the Congress is aimed at becoming a place of debate with the representatives of Polish central authorities, who have a direct impact on the shape of legislation affecting the functioning of a local government system. Such a direct debate will serve both the presentation of different positions as well as creation of the common grounds for cooperation. In such the context, the provisions of the European Charter for Local Self-Government will be brought back to the heart of public discussion.
